REGULATIONS of the Sanitary-epidemiological administration of the Central office of the Ministry of Health of the Republic of Tajikistan General provisions 1. The Sanitary-epidemiological management (further referred to as Administration) is a structural division of Ministry of Health of the Republic of Tajikistan and forms a part of the system of the state sanitary-and-epidemiologic service of the Republic of Tajikistan. 2. In its activity, the Administration is guided by the Republic of Tajikistan’s Constitution, Republic of Tajikistan’s laws, decrees and orders of the President of the Republic of Tajikistan, decisions and orders of the Government of the Republic of Tajikistan, sanitary legislations of the Republic of Tajikistan, orders, decisions and instructions of the Chief State Sanitary Physician, orders of Ministry of Health of the Republic of Tajikistan, international normative and legal documents recognised by the Republic of Tajikistan, as well as by the present Regulations. 3. With the purpose of joint consideration of questions related to development, management and perfection of the activity of the state sanitary-and-epidemiologic service, its material and financial maintenance, within the framework of the Administration the Sanitary-epidemiological Council is established, which functions in accordance with the regulation endorsed by Ministry of Health of the Republic of Tajikistan. Purposes and tasks of the Administration 4. In order to ensure sanitary-and-epidemiologic safety of population, the Administration is entrusted with managing and coordinating the activity of bodies and establishments of the sanitary-and-epidemiologic service of the Republic of Tajikistan. 5. In accordance with the tasks entrusted, the Administration solves the following problems: - prepares propositions concerning ensuring of sanitary-epidemiological safety of population for decision-making by state and local level authorities of the Republic of Tajikistan; - participates in working out of target and territorial programs on ensuring of sanitary-epidemiological safety of population, as well as propositions for drafts of scientific, target and territorial programs concerning public health care, prophylactics diseases occurrence and improvement of human ambience; - works out and endorses, in due order, sanitary rules, norms and hygienic specifications; - organises and conducts sanitary-hygienic and epidemiological examination; - organises scientific and other kinds of researches in the field of studying the population’s state of health, prophylactics of human diseases and amelioration of human ambience; - carries out methodical management over the activity aimed at the formation of the healthy way of life and hygienic education, and participates in the propagation of hygienic information among population; - carries out monitoring of the observance of the Republic of Tajikistan’s legislation concerning the ensuring of sanitary-and-epidemiologic safety of population; - in accordance with the Republic of Tajikistan’s legislation, provides public authorities of the Republic of Tajikistan and local self-government bodies, organisations, public associations and citizens with information related to the population’s state of health in connection with human ambience and informs them of the sanitary legislation of the Republic of Tajikistan; - carries out monitoring of the state registration of potentially dangerous chemical and biological substances, biologically active additives to foodstuff, as well as certification of medical immune-biological preparations and disinfection means, including the state control over their quality; - in due order, carries licensing of the activity connected with activators of human infectious diseases; 6. The Administration has in direct subordination the following bodies: - Republican, regional, regional and city bodies of Service of the state sanitary-and-epidemiologic supervision; - Republican, regional, district and city disinfection stations; - Republican, regional, district and city centres for the formation of healthy lifestyle; - Republican, regional, district and city centres for immunity prophylactics; - Republican, regional, district and city centres for prevention and control of AIDS; - Republican, regional, district and city centres for tropical diseases (malaria) control; - The Republican Centre on nutrition problems; - The Republican Centre for quarantine diseases control; - The Tajik scientific-and-research institute of preventive medicine.
