What is SWAp? SWAp - it is an English abbreviation from «Sector Wide Approach», that means a «wide-sectoral approach», it considers a medium term cooperation between the government and the donors, that directed to supporting a strategy of the sector, or the strategy of the expanded development and poverty reduction.
SWAp differs from the traditional limited sectoral approach. It is relied upon a strong state law of the property to development and coordination of the donor help. The donors have to use more state structures and procedures, including orders, planning mechanisms , budgetary purchase, payments, account, audit, reporting, monitoring and an estimation. The state takes upon it a proactive role in co-ordination of donor contributions to strategy of the sector.
It is worthy to mention that the SWAp makes no provision for any concrete models of financing. Financial support of national strategy of public health services and the program can accept various forms, including the parallel financing, accumulated financing or the general budget supporting. The combination of the mentioned variants can be used at SWAP in public health services in accordance with financial opportunities and the donors approach. SWAp has four basic components and a stage:
The state management of definition process of a vision for the sector of public health services through development of precise strategy of the public health services sector with clear definite purposes and the measures in compliance with priorities and expenses.
- The medium term of the budget forecast (MBF) for programming annual charges by means of the mechanisms providing conformity of the annual budget (MBF) , and also budget execution according to the adopted obligations.
- The general system of monitoring and an activity estimation of the sector, integrated with structure of monitoring and estimation (MBF).
- The officially operating mechanism of the state regulation and the aid co-ordinations where the Health Ministry bears the responsibility for the general contributions coordination of the international partners in the program, and also strengthening the regular meetings system, a forum for discussions and joint review conferences.
